ARTICLE #1 Name and Location
Sec. 1 The name of the organization shall be the “Central States Roller Canary Breeders Association”.
Sec. 2 The headquarters of the Central States Roller Canary Breeders Association shall be the address of the Secretary-Treasurer
ARTICLE #2 Purpose
Sec. 1 To advance the Roller Canary Fancy, and to interest the General Public in the really high class Roller Canaries.
Sec. 2 To make available to all Roller Fanciers an Association governed and controlled by the breeders, for the mutual benefit of the breeders.
Sec. 3 To promote and assist in the adoption of a uniform standard of scoring in the whole of North America.
Sec. 4 To promote a high standard of ethics among canary breeders, and to make such a standard compulsory for the members of the Association.
Article #3 Membership
Sec. 1 Membership to the Central States Roller Canary Breeders Association is open to any roller Canary breeder who agrees to follow the Association By-Laws.
Sec. 2 Dues to the Association are:
Independent $30.00
(not belonging to an affiliated club)
Affiliated: #15.00
(member of an affiliated club)
Sec. 3 Affiliated members residing within a reasonable proximity of a city with a Central States affiliated club are encouraged to join that club and declare it as his/her home club.
Sec. 4 Members may join more than one club for the purpose of giving financial support, receiving the club newsletter, or for social reasons.
Sec. 5 Association dues are payable January 1st of each year.
ARTICLE #4 Club Affiliation
Sec. 1 Any Club wishing to affiliate with this Association may send in an application for affiliation, with a $20.00 application fee. The written application must be signed by four or more Central States Roller Canary Breeders Association members and submitted to the Association secretary.
Sec. 2 Before a club may be considered for affiliation, it must have held two Roller Canary Shows following the Central States Format (Appendix 1) with Central States certificated judges scoring the contests.
Sec. 3 Affiliation to the Association must be approved by a majority of the Central States Roller Canary Breeders Association Executive Committee.
Sec. 4 If affiliation is not accepted, the application fee will be returned.
Sec. 5 Any request granted for affiliation to the local club shall remain in full force as long as four members remain in good standing in the association or unless the affiliation is revoked for good cause by the Executive Committee of the Association.
Sec. 6 Any club petitioning for affiliation that is within a 50 mile radius of an existing affiliated club must get the permission of the existing club to make application for affiliation.
ARTICLE #5 Officers
Sec. 1 The officers of the Association shall be president, Secretary/Treasurer, and one vice president from each affiliated club.
Sec. 2 The term of office for all officers shall commence on January 1 and with the exception of the Secretary/Treasurer, shall be for two years, in order to lend continuity to the management of the Association office. The term of the Secretary/Treasurer shall be for five years.
Sec. 3 The office of the president and the office of the Secretary/Treasurer shall be filled by an election at large. The president shall select one of the affiliated clubs to act as the nominating committee. The nominations are to be in the hands of the Secretary/Treasurer by September 15th. Nominations will consist of two candidates for each office. Not more than one member from any one affiliated club should be nominated for any one office.
Sec. 4 The office of the vice president shall consist of one member from each Affiliated club, elected by his/her local club. The secretary/treasurer shall be notified of the elected vice president from each club by December 1st. The term of office for the vice president shall run concurrent with the term of the president.
Sec. 5 The rank of each club's vice president shall be determined by as follows: each club's vice president will initially be assigned by the Secretary/Treasurer. Thereafter at each subsequent election the rank of each club's vice president will rotate. The club that had the 1st vice president would automatically assume the ranking of the lowest vice president, the club that had the 2nd vice president would automatically assume the 1st vice president etc.
Sec. 6 The balloting for voting for new officers will be mailed to each Association member for their final vote. All votes shall be returned to the office or designated address for counting by December 1st so that announcement of the new officers can be made before the new year.
Sec. 7 Officers of the Association shall be reimbursed for the money spent for the Association business during their term of office upon submitting a detailed bill to the Secretary/treasurer for the amount involved
Sec. 8 No officer accept the Secretary/Treasurer shall receive payment for services to the Association. The Secretary/Treasurer shall receive compensation of $50 per year.
ARTICLE #6 Duties of the Officers
Sec. 1 The president shall preside at all regular and special meetings of the Association and Executive Committee.
Sec 2 The 1st vice president shall preside at all regular and special meetings in the absence of the president. The 2nd vice president and the 3rd vice president shall serve a similar role in absence of the officers of higher rank.
Sec. 3 The Secretary/Treasurer shall keep all records of the Association and minutes of the meetings of the Association and the Executive Committee. He/she shall receive all monies and keep careful accounts of same and deposit them to the credit of the Association and to make disbursements upon proper authorization of the Executive Committee. He/she shall handle all correspondence of the Association. He/she may call meetings of the Executive Committee to care for the business of the Association.
Sec. 4 The duties of all officers shall be such as usually devolved upon these officers. The officers all have duties not specifically mentioned above.
Sec. 5 Audit procedure: the president shall appoint a member of the Association to audit the books each year.
Article #7 Executive Committee
Sec. 1 The affairs of the Association shall be in charge of an Executive Committee to be composed of the elected officers (president, vice presidents and Secretary/Treasurer) of the Association.
Sec. 2 The Executive Committee shall determine the policies of this Association and shall have final vote on the conduct of its affairs. Any decision rendered by the majority of its members shall be binding and in full force.
Sec. 3 Because the Secretary/Treasurer needs to maintain a positive working relationship with all the clubs and not show favoritism to any 1 club. The Secretary/Treasurer shall be a nonvoting member of the Executive Committee but shall have input to all affairs of the Association.
Section 4 Personal grievances are to be submitted to the Secretary/ Treasurer who will try to settle minor matters or points at issue, but failing such a settlement, these cases should be submitted to the Executive Committee.
ARTICLE #8 Annual Meeting
Sec. 1 The annual meeting of the Association shall be held at the discretion of the president. Announcement will be made in the newsletter prior to the date of the meeting.
Sec. 2 The purpose of the annual meeting shall be to report to the membership actions taken by the Executive Committee, to approve the final treasurer’s report for the year and to make input from the general membership.
Sec. 3 An officer unable to attend the annual meeting may submit their proposals, comments or opinions on the action of the Executive Committee in writing to the Secretary/Ttreasurer prior to the meeting.
Sec. 4 A quorum of three voting officers must be present before any Association business can be transacted.
Sec. 5 The major business meeting of the Association shall be a telephone conference call during the second week of July.
Sec. 6 The Secretary/Treasurer shall prepare an agenda and mail it to the officers two weeks prior to the telephone conference call.
Article #9 Bands and Supplies
Sec. 1 No bands will be issued to a breeder not in good standing with the Association.
Sec. 2 The secretary/treasurer is responsible for keeping record of the bands sold to each breeder. A complete list of band numbers will be sent to each club secretary before the date of the first Central States show.
Sec. 3 No bands are returnable or transferable without consent of the Secretary/Treasurer.
Sec. 4 Bands, nest cards, and breeding record sheets may be purchased from the Secretary/Treasurer by individual members.
Sec. 5 Judge’s score sheets, entry forms, and show rules may be purchased from the Secretary/Treasurer by the affiliated clubs.
ARTICLE #10 Sanctioned shows
Sec. 1 Only Central States sanctioned shows will be awarded sponsorship monies from the Association.
Sec. 2 Any club affiliated with the Central States Roller Canary Breeders Association that is awarded a Central States sanctioned show shall use the Central States 100 point system.
Sec. 3 Any club affiliated with the Central States Roller Canary Breeders Association that is awarded a Central States sanctioned show is encouraged to use a Central States certified judge
ARTICLE# 11 Classification of Breeders
Sec. 1 Breeders are to be classified in accordance with Appendix #2 of these bylaws. Club secretaries are encouraged to use these rules to aid breeders in the entering of their birds.
Sec. 2 The affiliated club’s show secretary should forward a copy of the club’s show report to the Association Secretary/Treasurer so the winning breeder’s advancement wins may be entered on the breeder’s Central States Record.
Sec. 3 The Association Secretary/Treasurer is responsible for the awarding of the advancement certificates. The list of those advancing is to be published in the Association newsletter each March.
ARTICLE #12 Judges
Sec. 1 Any judge that will score under the Central States 100-point system is authorized to judge a show of an affiliated club. However, the use of a certified Central States judge is encouraged.
Sec. 2 A candidate for judgeship in the Central States Association must satisfy at least three different well-known judges (preferably C. S. Certified) as to his/her competence to serve as a judge
Sec, 3 A written record, by each examining judge, as to the candidate’s qualifications are to be filed with the Central States Secretary/Treasurer.
Sec. 4 The Secretary/Treasurer will transmit to the chairman of the Judges Acceptance Panel the candidate’s application for certification together with the three records of the examining judges.
Sec. 5 The Judges acceptance panel shall be composed of the senior active C. S. certified judge who is an active member of a C. S. club and will act as chairman together with two other C. S. certified judges appointed by the president of Central States.
Sec. 6 The Judges Acceptance Panel will review the material and determine whether or not to recommend certification.
Sec. 7 The written recommendation of the Judges Acceptance Panel will be submitted to the president of Central States. The recommendation is advisory only and the president shall make the final determination.
Sec. 8 Upon the decision of the president, the Central States Secretary/Treasurer will issue the successful candidate certification or in case of an unsuccessful candidate the reason for same.
Sec. 9 Once approved the judge must maintain his Central States Roller Canary Breeders Association membership to be listed on the active judges list.
Article #13 Shows and Show Dates
Sec. 1 The Secretary/Treasurer has the authority to assign all show dates. Clubs desiring to sponsor a show should send date selection (1st and 2nd choice) to the Secretary/ Treasurer by March 1st.
Sec. 2 Rules and regulations governing all Association sanctioned shows must be adhered to specifically by all affiliated clubs. (see appendix #3).
ARTICLE #14 (Removed )
ARTICLE #15 Financial Obligation
Sec. 1 This Association or any of its officers shall not hold itself responsible for any financial obligations of its affiliated clubs. We do not hold ourselves responsible for any club matter that affects the local club only. We do not hold the Association and officers responsible for things that affect the association with any club in the relation to by-laws or shows etc.
Sec. 2 We hold ourselves responsible for the approval of the show dates, and scoring methods, in all shows under the rulings of the Association.
Sec. 3 All monies received in a given year in excess of the Central States operating expenses - $200 in reserve, shall be distributed in equal shares to the affiliated clubs holding sanctioned shows.
Sec. 4 The Association will reimburse each affiliated club 1/2 the expense they incur in the advertising of their sanctioned Song Contest. Reimbursement will be limited to a maximum of $15 for each club. Documentation of actual expenses must be submitted to the Association Secretary/Treasurer by December 31st of the year in which the expense was incurred. Advertising costs incurred by the clubs under Section 5 of this article are not eligible for reimbursement.
Sec. 5 All clubs holding sanctioned shows are encouraged to advertise their show dates, Judge and a contact person in the show list section of any available Bird Magazine for the months of October, November and December.
Article #16 By-Laws
Sec. 1 These by-laws shall be submitted to the Association's affiliated clubs in the form of a vote and shall be in force as long as approved by a majority vote of all affiliated clubs.
Sec. 2 Any further changes to these by-laws must be submitted to the Association's membership in the form of a vote and approved by a majority of the Association members that cast ballots.
Sec. 3 By-law changes shall be in force as soon as approved in accordance with Sec. 2 of the article
Sec. 4 Changes in the Appendix section of the by-laws require only approval of the Executive Committee.
APPENDIX 1
Central States Show Format
Class 1 Master Breeder Class
Class 2 Champion Breeder Class
Class 3 Amateur Breeder Class
Class 4 Novice Breeder Class
Class 5 Old or Mixed Teams (no more than three young birds)
Class 6 Purchased Birds and Birds for Score Only
(no awards, no advancement)
Birds in classes 1, 2, 3 and 4 must be young birds.
Birds in classes 1, 2, 3, 4 and 5 must be bred, raised and trained by the exhibitor.
Prizes for Breeders Division
Two trophies will be awarded in each class - Best Team and 2ndTeam. Ribbons will be awarded for four places only: 1st, 2nd, 3rd and 4th.Ribbons will be awarded for single bird scores also (four places).
Birds in Class 1 compete for awards in their class, tour specials and the Grand Champion Trophy.
Birds in Classes 2, 3 and 4 compete for awards in their classes, tour specials, the Champion Young Team trophy and Grand Champion Trophy.
Birds in Class 5 compete for awards in their class, tour specials and the Grand Championship Trophy.
Reporting of Scores and Show Reports
Individual score sheets signed by the judge should be returned to the exhibitor with the birds at the close of the show.
Show reports should be sent out to all exhibitors as soon as possible.
Show reports should include the following information:
1. The name, entry number and score of the highest scoring team in the show (Grand Champion Team).
2. The name, entry number and score of the highest scoring team in the Champion, Amateur, Novice Classes (Champion Young Team).
3. The name, band number and score of the highest scoring single bird in the show. This award is not required but may be presented at the discretion of the affiliated club.
4. Summary of award winners listing entry number and score. This should be done for both team class and single bird winners in each class.
5. Name, entry number and team score for the tour special winners.
6. A summary of the number of teams entered in each class.
7. A detailed report of the judge’s score sheet to include the entry number, if provided, of the exhibitor. Other information to be included: cage position, band number, scores in hollow roll, bass, glucke, hollow bell, schockel, water roll, flute, bell roll, bell tour, and general affect. Also: total score, fault score and place summary through 4th, both in team and single bird competition.
APPENDIX 2
CLASSIFICATION OF BREEDERS
Novice Breeder
One who has not won a first place in open competition with young birds bred, raised, and trained by himself. When he/she has won first place in the Novice Class, he/she becomes an Amateur Breeder. The three-breeder rule is waived for the Novice Class.
Amateur Breeder
One who has completed the requirements of the Novice Class. When he/she has won two first place teams in the Amateur Class with different teams, he/she becomes a Champion Breeder. In the event that three Amateur Breeders are not entered in the class at a show, one advancement credit will be awarded if the Amateur Breeder wins the Champion Young Team.
Champion Breeder
One who has completed the requirements of the Amateur Class. When the Champion Breeder has won 2 Champion Young Team awards with different birds or won 1 Grand Champion Team with young birds, he/she becomes a Master Breeder.
Master Breeder
One who has graduated through all the classes in three or more years. All judges are in the Master Breeder Class.
Only young team wins count towards advancement.
There must be at least three breeders exhibiting in the class before
advancement's credit will be awarded. See exemptions in the definitions.
Where there are two or more breeders affiliated they will take the standing of the highest breeder of the group.
Special cups or extra awards do not count as first place wins.
A breeder must show in the same class for the show season.
APPENDIX 3
RULES AND REGULATIONS FOR
CENTRAL STATES SONG CONTESTS
1. Best care will be given your birds, but the club does not hold itself responsible for the loss or death of any bird. We will handle your birds as we expect you to handle ours.
2. Closed bands of any recognized roller Canary Association are eligible. Privately banded birds cannot compete with Association banded birds in the regular open classes. If the supporting club desires, such birds may be entered in class #6 of the entry form.
3. All birds must be in the showroom on the first day of judging or not later than the second day. Exceptions will be made when transportation delays occur.
4. Shutter, #8 and #10 cages of the American standard will be allowed.
5. Cages will be furnished free of charge to out of town breeders.
6. All shows are judged under the 100-point standard of the Central States Roller Canary Breeders Association.
7. Positively no communication with the judge, either written or oral concerning birds to be judged will be allowed.
8. Birds will be drawn by lot to decide when they go into the judge’s room.
9. All birds will be given 30 minutes in the judging room. (This rule is subject to the discretion of the show manager and judge).
10. If there is a tie between teams or singles, dots are not to be added to the total scores. The same applies to specials
11. Ties for placing will be decided on the basis of scores starting with the faults and the major tours composed of (HR, B, HB, F) then the minor tour columns (GL, SCH, WR, BR, BT).
12. If the tie still remains, the dots will be considered. The bird that drops a dot first loses.
13. Ties for specials will be sung off if time permits.
14. The show committees reserve the right to accept or reject any entries and have authority to award trophies in dispute as they see best for the show.
15. The individual affiliated clubs set the entry fee for their show.
